Basically, you can get a loan only if there's a co-signer who's over 18. Their responsibility is nothing as long as you pay the payments on the loan. However, if you were to stop making payments, the cosigner would then be responsible to make payments on the loan. It's easier if it's your parents as they're more reliable than a girlfriend/boyfriend, guardian, etc.

You'd get the loan from a bank, or the car dealership. Dealerships usually offer lower rates than banks-as they get incentives from the manufacturer.
