I share a building with 5 other owners. 4 other owners and i want to carry out maintenance work to the building etc etc.
The problem is 1 is a tight fisted toss pot and says they wont pay towards this.
By law have they got the right to back out and not pay, or is this a majority vote they have to partisipate in?

in your partnership, you should have set up a method of how to deal with issues in which there is disagreement with all partners. If you're a corporation, you can call a meeting and vote on the subject.
